Master Fire Plan (fire department)
Full title: Strathroy-Caradoc Fire Department Master Fire Plan, May 2021
A 10-year plan (2021-2031) for the town's fire department: staff, training, firefighter health, fire stations and trucks.
- Consultants Emergency Management & Training Inc. reviewed the fire department in 2021 and made 19 recommendations for 2021 to 2031. It updates the department's 2010 plan.
- Its top priorities are two full-time jobs: a Fire Prevention Officer to do inspections and fire-safety education, and a full-time Deputy Chief in charge of training.
- For buildings and trucks, it says to start budgeting to replace Fire Station 1 in Strathroy ($6 to 8 million, depending on a separate station location study), to add washrooms, showers, lockers and a vented bunker-gear room to Station 2, and to replace Rescue 16 and Tanker 14.
- For firefighters' health, it calls for a fuller PTSD prevention plan, a more complete cancer prevention program, and clearer fitness standards for recruits.
- It also suggests growing the Station 1 volunteer roster from 24 to 36 firefighters, a phone app to track who can respond to calls, home sprinklers in new housing, and a review of how often buildings are inspected.
- Almost every recommendation is labelled short-term (1 to 3 years, so roughly 2021 to 2024). The plan says it should be updated every year and fully reviewed after five years (2026).
- A separate Fire Station Location Study (July 2021, by EM&T working for WSP) went to Council with this plan. It is posted only as a meeting attachment. In June 2025 Council chose not to follow its idea of merging the Mount Brydges and Melbourne stations into one new station, and kept both.
Why it matters to you
Fire protection is one of the largest parts of the town budget, and the new Station 1 is one of the biggest building projects of the last term. This plan is the yardstick: it shows what the town's own consultants said was needed, so residents can see what was done, what changed and what is still waiting.
Council resolved: 'Council receive and action the Master Fire Plan and Fire Hall Location Study as suggested in the recommendations and timelines.' (moved by Councillor Frank Kennes, seconded by Councillor Sandi Hipple; Carried; no recorded vote). This was a resolution to receive the plan and act on its recommendations, not a by-law. No staff report number was given.
Promises about this plan
- Colin Grantham (Mayor): He promised to keep three fire halls (Strathroy, Mount Brydges, Melbourne), complete plans for a new Mount Brydges fire hall, and support the safety of volunteer firefighters.
- Sandi Hipple (Councillor): She supports finding a suitable site for a new Mount Brydges fire station.
- Sandi Hipple (Councillor): She supports keeping fire station facilities safe for firefighters.
What the plan says to do (19)
Progress only changes when a public record shows something was done. Page numbers point to the plan itself.
- The Fire Chief should review the by-law that sets up the fire department (the Establishing and Regulating By-law) every year. page 29Partly done
When: Short-term (1-3 years) | Cost: Staff time
Latest: The 2018 Establishing & Regulating By-law (07-18) was reviewed and replaced by By-law 59-25 in 2025 after Council asked for a review in March 2024; no record of annual reviews was found. [S3] [S4] [S5] [S6] - Review all of the department's standard operating guidelines at least once every three years. page 29Not yet checked
When: Short-term (1-3 years) | Cost: Staff time
Latest: No record of a three-year SOG review cycle was found; the FSAC was given 'SCFD Rules Regs 2022 Revisions' in 2024 and By-law 59-25 (s.7.4) says the Chief shall review policies 'periodically'. [S7] [S6] - Work with the police service, which dispatches fire calls, to check that dispatch meets the NFPA 1221 standard for emergency communications. page 29Not yet checked
When: Short-term (1-3 years) | Cost: Staff time
Latest: No record of NFPA 1221 monitoring with the police dispatch centre was found; dispatch times and Next Generation 9-1-1 with the police service were discussed at Council in Feb 2023. [S8] [S9] - Use a phone app to track which volunteer firefighters are available and who responds to each call. page 29Not yet checked
When: Short-term (1-3 years) | Cost: $15,000 to $20,000, including fees and data charges
Latest: No purchase of a firefighter availability app was found; the 2022 year-end report lists developing 'new software and paging system', and in Sep 2024 the Chief said availability is tracked on spreadsheets. [S9] [S10] - Hire a full-time Fire Prevention Officer (inspections and fire-safety education). One of the plan's two highest priorities. page 63Done
When: Short-term (1-3 years) | Cost: $70,000 a year plus benefits | Priority: Highest
Latest: A full-time Fire Prevention Officer has been in place since 2021 (news) with turnover; after a March 2024 Finance Committee move to defer the hire, Council authorized it on Mar 18, 2024 and appointed Jayson Chabot by By-law 38-24 on Apr 15, 2024. [S11] [S12] [S13] [S14] [S15] [S16] [S17] [S18] [S19] [S20] - Make the Deputy Chief / Training Officer a full-time job responsible for training. One of the plan's two highest priorities. page 63Done
When: Short-term (1-3 years) | Cost: $90,000 a year plus benefits and a vehicle | Priority: Highest
Latest: A full-time Deputy Chief of Fire, Prevention and Training (Stephen Beasley) started Oct 4, 2021; after his promotion to Chief, Stephanie Cyros became full-time Deputy Fire Chief - Training, Prevention & Emergency Management in Sep 2025. [S21] [S22] [S23] [S24] [S25] - Train and certify some volunteer firefighters as fire inspectors (NFPA 1031 Fire Inspector I) and fire-safety educators (NFPA 1035). page 63Partly done
When: Short-term (1-3 years) | Cost: Staff time
Latest: Public educator training is recorded (9 firefighters completed Fire Safety Educator level 1 in 2022, 5 enrolled in Public and Life Safety Educator 1 for 2023); no record of volunteers certified as Fire Inspector I was found. [S9] - Work with developers and the public to promote home fire sprinklers as part of fire prevention. page 63Not yet checked
When: Short-term (1-3 years) | Cost: Staff time
Latest: No Council decision on home sprinklers was found. At the Fire Service Advisory Committee in September 2024, the Fire Chief reportedly said a home-sprinkler program is a provincial matter the department would not take on (automatic captions, not yet checked by listening). [S26] - Review the physical standards for firefighters (the NFPA 1582 essential job tasks) for recruiting and training, and find ways for firefighters to stay fit (NFPA 1583). page 63Not yet checked
When: Short-term (1-3 years) | Cost: Staff time
Latest: No record of a review of physical expectations against NFPA 1582/1583 was found; the 2025 and 2026 recruitment guides describe physical performance testing and a physician's note, without citing NFPA 1582. [S27] - Build a fuller PTSD prevention plan for volunteer firefighters: peer support, professional and clinical help, and a return-to-work plan. page 63In progress
When: Short-term (1-3 years) | Cost: Staff time
Latest: The 2022 year-end report set a 2023 goal to deliver a PTSD resiliency program to all firefighters, and in Feb 2023 the Chief described critical-incident debriefing, a county peer-support team under development and EAP access; no later record confirms completion. [S9] [S28] [S29] - Build a more complete cancer prevention program for firefighters. page 63Partly done
When: Short-term (1-3 years) | Cost: Staff time
Latest: Council approved several cancer-exposure measures - a second set of bunker gear for every member (Sep 2023), exposure reports, air testing in all halls, air purifiers, Station 2 showers/exhaust and laundry quotes, and a new Station 1 with decontamination - but benchmark blood testing stays deferred and no single comprehensive program document was found. [S30] [S31] [S32] [S33] [S34] [S35] [S36] [S37] [S38] [S39] [S40] - Grow the Station 1 (Strathroy) volunteer roster from 24 to 36 firefighters, including captains, and watch turnout times closely at all stations. page 84In progress
When: Short-term (1-3 years) | Cost: Recruit training $40,000 to $60,000 (the summary table says $60,000), equipment $36,000, plus pay based on call volume
Latest: Recruitment for all three stations ran in 2023 and 2024 (26 Strathroy applicants, target of 16 recruits for Jan 2025), but the Chief reported the full complement of 75 was down to 63 in Sep 2024; no record shows Station 1 reaching 36. [S41] [S42] [S43] [S44] [S20] - Consider a by-law requiring companies, including farms, that work in hazardous places (heights, confined spaces) to have their own trained rescue standby team. page 84Not yet checked
When: Short-term (1-3 years) | Cost: Staff time
Latest: No by-law requiring companies or farms in hazardous areas to provide their own trained rescue standby was found; By-law 59-25 defines specialty rescue and allows Council-approved rescue service agreements. [S6] - Review the recommendations of the separate Fire Station Location Study once it is finished. page 103Done
When: Short-term (1-3 years) | Cost: Staff time
Latest: Council received and actioned the location study with the plan on Nov 15, 2021, an amended version went through the FSAC and Council in 2024-25, and on Jun 2, 2025 Council decided not to follow its combined Station 2/3 recommendation. [S2] [S45] [S46] - Start budgeting to replace Fire Station 1 in Strathroy, depending on the station location study. page 103Done
When: Short-term (1-3 years) | Cost: $6 million to $8 million
Latest: Station 1 was replaced at 220 East Centre St.: site and $10M budget approved Jun 5, 2023 (5-3), construction tender of $7,428,200 + HST to Tradition Construction awarded Dec 4, 2023 (5-4), construction began Feb 2024, the station was operational by Sep 2025 and opened Dec 1, 2025. [S47] [S48] [S49] [S50] [S51] [S52] [S53] [S54] [S55] [S56] [S57] [S58] [S59] - Depending on the location study, build an addition on Station 2 with proper unisex washrooms, showers and lockers, a bunker-gear room with air exhaust and filtering, an office and locked storage. page 103Changed
When: Mid-term (3-5 years) | Cost: $300,000 to $500,000
Latest: No Station 2 addition was built; Council instead kept Station 2 in Mount Brydges (Jun 2, 2025), ordered a land-needs analysis for a Mount Brydges complex including a future fire hall, and pursued interim upgrades (exhaust fan, showers, laundry). [S60] [S37] [S38] [S61] [S62] [S63] [S64] [S65] [S34] [S59] - Replace the rescue truck, Rescue 16. page 103Changed
When: Short-term (1-3 years) | Cost: $350,000 to $500,000
Latest: Instead of a separate replacement, Council on Aug 3, 2021 approved replacing Tanker 14 and Rescue 16 with a single vehicle, a 2021 Ahrens Fox Pumper Tanker ($706,670 + HST, Dependable Emergency Vehicles); Rescue 16 was not replaced as its own vehicle. [S66] [S67] [S68] [S59] - Replace the water tanker truck, Tanker 14. page 103Changed
When: Short-term (1-3 years) | Cost: $400,000 to $600,000
Latest: Tanker 14 was replaced, but together with Rescue 16 as one 2021 Ahrens Fox Pumper Tanker ($706,670 + HST) approved Aug 3, 2021, rather than as a stand-alone tanker. [S66] [S67] [S68] [S59] - The Fire Chief and Fire Prevention Officer should review how often buildings are inspected, compared with the Fire Underwriters Survey chart. page 113Not yet checked
When: Short-term (1-3 years) and ongoing | Cost: Staff time
Latest: No record of the Chief and FPO reviewing inspection frequency against the FUS chart was found; By-law 59-25 sets the minimum inspection level at request/complaint plus annual vulnerable-occupancy inspections, and a Mar 2025 motion to make inspections request-only lost. [S9] [S69] [S70] [S71] [S6] [S26] [S72]
How to tell if it is being followed
- Look for the yearly plan updates and the five-year full review (due about 2026) that the plan itself calls for (page 118).
- Compare each year's fire capital and operating budget with the costs in the plan's summary table (pages 118-120).
- Ontario requires every municipality to have a Community Risk Assessment under O. Reg. 378/18 (by July 1, 2024, reviewed every year); it should be used alongside this plan.
