Transportation (Roads) Master Plan
Full title: 2022 Transportation Master Plan
The town's long-range plan for roads, sidewalks, bike routes and possible transit as Strathroy-Caradoc grows to about 35,000 people by 2046.
- It looks at how people and trucks get around Strathroy, Mount Brydges and the rural areas today and what will be needed as the population grows from 21,590 (2016) to 35,360 (2046).
- It found almost all roads have enough room for future traffic, except Caradoc Street between Metcalfe and Carroll Streets, so it focuses on new connecting roads and intersection upgrades rather than widening.
- Its preferred option uses McEvoy Road as another way into Strathroy and keeps Caradoc Street at three lanes (a 'road diet') to make it friendlier for people walking and cycling.
- It lists 32 new road segments (most built and paid for by developers), nine intersections for future traffic signals or roundabouts, and a walking, cycling and trail network costed at $39,916,000 over 25 years.
- It also recommends a Complete Streets policy, on-demand transit through taxi or ride-hail partners, sidewalk and paved-shoulder rules, a spring load by-law, and regular monitoring.
Why it matters to you
This is the 'Roads' master plan the mayor promised council would follow; its project lists, phasing (0-5, 6-15, 16-25 years) and cost estimates give residents a yardstick to compare against budgets, tenders and development approvals.
Council received staff report BBP-2022-79 and passed a motion to 'endorse the Transportation Master Plan, June 2022' and to advertise the MCEA Notice of Study Completion (moved by Councillor Kennes, seconded by Deputy Mayor Richards); it is shown as 'Carried' with no recorded vote. Endorsed, not formally adopted by by-law.
Promises about this plan
- Colin Grantham (Mayor): He promised a council-approved four-year capital budget tied to the Asset Management Plan, and to follow the strategic plan and the roads, water/wastewater and recreation master plans already paid for, instead of making a new strategic plan.
What the plan says to do (48)
Progress only changes when a public record shows something was done. Page numbers point to the plan itself.
- Use 'Alternative 4' as the future road network: promote McEvoy Road as an alternative way into Strathroy and keep Caradoc Street / Adelaide Road at three lanes (considering reducing four-lane sections to three) instead of widening it. page 87Not yet checked

How to tell if it is being followed
- Look in each year's capital budget and multi-year budget sheets for line items naming the TMP roads (Street D, Agnes Dr, Thorn Dr, Adair Blvd, Dominion St) and the nine listed intersections.
- Watch council tender awards and Engineering and Public Works reports for signals or roundabouts at Adair Blvd & Second St, Head St N & Metcalfe St E, Front St E/McNab Ave, Adelaide Rd & McEvoy Rd, and the Mount Brydges entrances.
- Check subdivision approvals in North Meadows and Mount Brydges to see whether the new roads are being built and paid for by developers as the plan assumes.
- Check whether council adopts a Complete Streets policy, a spring load by-law, a downtown parking study and any on-demand transit partnership, and whether the next Development Charges Background Study uses the TMP costs.
- Ask whether staff publish the monitoring indicators the plan calls for (km of new sidewalks and cycling routes, intersection improvements, collisions) at least every three years, and when the TMP is updated (the plan says TMPs are typically updated every five to ten years).
- Compare each year's 'Road Surface / Infrastructure Improvement Program', 'Tar and Chip Program' and Special Project budget lines with the separate 10-Year Road Needs Study (B.M. Ross, 2024), which recommends $4,186,700 of road work in 2025, $8,569,500 in 2026 and $5,061,700 in 2027 (2024 dollars), and check whether the named reconstructions (Ellor, High St E, Richmond, Oxford, Adelaide St, Pannell Lane, McKellar, Glengyle, Wright St) are tendered in their proposed years.
What has happened since
- July 20, 2026
Council awarded the Regent Street Reconstruction to J-AAR Civil Infrastructure Limited (up to $787,815.09 plus HST including contingency), funded partly from a 'Road Needs Study Program - Stormwater Costs' budget line, showing the Road Needs Study is used as a capital budget program. [S13] - June 15, 2026
Council awarded a Hull Road Transportation Study to Paradigm Transportation Solutions for $16,500 plus HST (not a project named in the TMP). [S12] - January 13, 2026
The staff 2026 Proposed Capital Budget listed roads lines including Tar and Chip Program $840,034, Road Surface / Infrastructure Improvement Program $690,000, Sidewalks $140,000, Pedestrian Crossover $50,000, Road Needs Study Program - Stormwater Costs $110,000, Parkhouse Drive - Middlesex County Assumption Cost $80,000, Beech Street Reconstruction $1,400,000 and Parkhouse Dr. Reconstruction Adelaide to Rougham $1,500,000. B.M. Ross presented the draft 10-Year Road Needs Study (Road Management Study, Nov 6, 2024); Council received report EPW-2024-76 for information only (staff had asked Council to endorse the study, but the motion only received it). Findings: average road condition fell from 8.2 (2015) to 7.7 (2024); spending since 2016 was $15,861,653 below the 2015 study's recommendations; the 10-year program totals $67,966,700. [S17] - May 21, 2024
Council awarded a separate comprehensive Road Needs Study (condition of the hard-surfaced road network and priorities) to B.M. Ross and Associates Limited for $33,125.00 plus HST. [S7] - July 4, 2023
Council approved traffic signals at Glendon Drive and Bond Street in Mount Brydges and $40,000 from the 2024 capital budget; the TMP had listed this as a school crossing location to review. The minutes do not mention the TMP. [S9] - April 3, 2023
Council received a staff report on traffic calming (stop signs and speed humps) for traffic north of Pannell Lane 'for information. and implementation'; the minutes do not mention the TMP. [S10] - December 19, 2022
Council received report BBP-2022-130 on the Growing Together project; the July 2022 TMP staff report (BBP-2022-79) was re-attached as background; motion carried, no recorded vote. [S3] - July 18, 2022
WSP presented the TMP; Council received report BBP-2022-79, endorsed the 'Transportation Master Plan, June 2022' and authorized the MCEA Notice of Study Completion (carried, no recorded vote). Staff said funding requests for capital works and maintenance would come in future budgets. At the same meeting staff report BBP-2022-82 recommended adopting Official Plan Amendment No. 14, which built in TMP policies. [S22]

- Fees paid by builders of new homes and businesses to help pay for growth-related roads, pipes and facilities.
- Grade separation
- A bridge or underpass so a road crosses a railway without cars having to wait for trains.
